Dr. Nurul Quadir is a former civil servant having expertise in administration, environmental sustainability, climate negotiation, team building and leadership.
Dr. Quadir earned a PhD in environmental sustainability-related issues in agriculture from the University of Wales, Bangor, UK. He obtained his Research Masters degree in Urban Environmental Management (UEM) from Asian Institute of Technology (AIT), Bangkok, Thailand, as well as a BSc in Agriculture from Bangladesh Agricultural University, Mymensingh.
Dr. Quadir served the Government of Bangladesh (GOB) for more than 30 years in different capacities. He retired from the service as permanent Secretary of the Government of Bangladesh. He was actively involved in national and international climate and environmental initiatives and continues to follow global climate negotiations closely. Dr. Quadir served as the Coordinator for the Bangladesh Climate Change Negotiation Team from 2015 to December 2019, representing MOEFCC at the Conference of Parties (COP) under the UNFCCC. He was also the Co-Chair of the Joint Crediting Mechanism (JCM during 2017), which was previously known as the Bilateral Offset Crediting Mechanism (BOCM) established in 2013 between Japan and Bangladesh. He attended the Joint Crediting Mechanism (JCM) Advisory Committee Meeting held in Japan as head of the ten-member Bangladesh Delegation.
At the international level, Dr. Quadir served as a member of the Executive Committee (Ex Com) of the Warsaw International Mechanism (WIM) for Loss and Damage associated with Climate Change Impacts under UN Climate Change (UNFCCC) from the Asia and the Pacific Group for consecutive two terms. He also served as an alternate Board Member in the CDM Executive Board of UNFCCC/KP. In the last couple of years, he supported and advised the LDC group under UNFCCC as LDC-Elders and also as an interim board member of the LDC-REE initiatives. Moreover, he was a member of the election committee of the LDC group for two consecutive terms.
Dr. Quadir also supported a number of local, national, and international agencies, including development partners, with their strategic planning and program performance reviews for national/international agencies/projects in the country. He acted as Chair of the project Advisory Committee of 'Assessing the Climate Change Environmental Degradation and Migration Nexus in South Asia from Bangladesh, which was supported and published by IOM in three regional countries.
Beyond his government service, Dr. Quadir has shared his expertise in academia as an adjunct faculty member in the Department of Environmental Science and Management at North South University, Dhaka, Bangladesh. He also taught at the Bangladesh Institute of Governance and Management (BIGM) and Bangladesh Public Administration Training Center (BPATC) as a resource person. Dr. Quadir's latest publication was a book chapter on 'Sustainability and Climate Change: The Bangladesh Scenario', as lead author, in 'State, Market, and Society in an Emerging Economy: Development and the Political Economy of Bangladesh, published in 2023 by Routledge from the UK.
Dr.Nurul Quadir is married and blessed with two sons.
